Yes, if you want to go to DTD to shop and eat, I would also take the free water taxi.
If you want to try out your boating skills or just go for a relaxing ride, then you can rent one for a half an hour or by the hour.
They have 3 types of boats available. One just seats 2 guests, there is one for up to 6 guests, and one for up to 10 guests.
You can be a complete novice. I enjoyed it because the first time I went was my first experience driving a boat. The only requirements are that you have to be 18 or older and show either a WDW resort ID or a valid drivers license.
