No - not at all.

Anyone can eat ay any Disney restaurant, regardless of where they are staying. They'll take your money regardless of where you're staying. Even non-Disney guests are welcome!

Just decide where you want to eat then ring Guest Services and make a reservation. You can call up to 3 months in advance and the earlier you call, the more chance you have of getting the time and place you want.
