I'm afraid I can't help with the opening hours however we visited WDW in April about 16 years ago and, while the days were nicely warm, the early mornings did feel a bit chilly.
I remember we spent a day at Blizzard Beach and found that when we were getting out of the pools, it was a little too cool for us.
Having said that, it was a cloudier day and, once you got used to the temperature difference between pool and outside air, it actually wasn't cool at all - it was just the initial change in temperature getting out the water. And to be fair, we did have plenty of warmer days too.
Remember though, you will have a wetsuit at Discovery Cove so you should easily be warm enough. Plus, the water in the lazy river is very warm - too warm for me in fact. It was like taking a bath when we were there.
Discovery Cove is a great day out though. The park is beautiful and the service (especially with so few people there) is excellent. The staff really make you feel special too.
