I have heard (unconfirmed) that the rental policies for the rental boats has now changed where you need to have a drivers license or someone in the boat with a drivers license I will try to verify this soon. In light of the accident they had a few days ago this wouldn't surprise me.
Carribean Beach was the only one on Portal to mention it "In order to rent watercraft, a guest must be 18 years of age and present a WDW Guest ID or valid driver's license." A few others had "Drivers 18 years of age must provide driver's license or passport." Those were updated in mid March.
DisneyCruiser- Sammy Duvall's (at the Contemporary) has "Personal Watercraft Operation" and then "Packages 2004 -Disney's Dream Maker Package Gold Plan" I'd call, but it looks like it. (407) 939-0754

DisneyCruiser - here's something that might help you:
From the 2004 official Disney Brochure:
Gold Plan:
Unlimited use of selected recreation including golf, guided fishing excursions, water sports, health club access, tennis and more.
Admission to Cirque du Soleil - (one per person)
** I hope you have planned this in advance - it's a great show!
Unlimited access to Disney Children's Activity Centers -
** USE THIS!!! Every time we go we put the kids in this at least once - they love it and ask if they can go back - then we go out to a nice dinner!
Do you have character breakfasts set up for every day you are there? I would. We did that in Dec (11 character breakfasts - Ohana 4 times) it was such a great way to wake up every morning then head into the parks! Just a suggestion but a great way to get awsome pictures with your favorite characters - and not have to wait in line!
hope this helps!

I agree with Jesserin. Character breakfasts are a great way to start your day. But at the same time, it's also nice not to have them, it really depends on your mood. Because we've been to 1900 Park Fare a lot (character breakfast), the whole experience isn't the same as it was orignally. That's why I only made one Priority Seating for a character breakfast this trip, it really depends on your mood at the time and whether you have experienced them previously.

there was a sign today at the CONT. marnia stating a drivers license is now required by the driver or the passenger of the boat for water mice all other boats now require a drivers license this policy has been in affect since april 11,2004
A new update to this, they now make you sign the orginal liability wavier that has been around for years, however now there is a backside to this sheet, that has the rules of the lake about how to operate a boat, things such as "look before you turn" and other common sense things such as that. I have not heard of any more serious accidents that have occured to make this new policy but I like it as it reminds people of common sense before they get in the boat.. although the people in front of me the last time I took one out apparently didn't comprehend the no wake statement they were just pulling out of the dock and were already at full throttle with the no wake bouy floating right in front of them. You know its not good when Lake patrol is coming after you that quick.
