I think Halloween decorations start going up in the Magic Kingdom in late August and they are the best there but I wonder if they still do the haunted Carriage Rides. I think they were at Fort Wilderness? If you are staying at one of Disney's resorts over Halloween, I would ask the front desk whether any special events are planned. The resorts do offer some kind of festivities I'm sure. They all have decorations but not as much as Magic Kingdom
Downtown Disney usually has music, storytelling, a dance party, stilt walkers and/or magicians on Halloween.

I think the decorations at the resort are more "fall" themed then Halloween but I could be totally wrong.
