I heard some where that you aren't allowed to cosplay in the parks. Is that true. Say you dressed up as Sora from Kingdom Hearts or Link from The Legend of Zelda would you be asked to leave???

My understanding is that you can't look like any Disney character that might lead to "show" confusion. Basically there can be only one Mickey and if what you dress like may confuse anyone they'll likely ask you to change before entering the park.
That being said I've seen some pretty liberal definitions given on the dress code besides that; just nothing crazy and you'll likely be okay. Heck I saw three people on Friday at Epcot who were wearing what looked like fluffy tails. If you have any concerns I'd say bring a change of clothes; Disney does have the right to deny you entry for pretty much any reason (though they don't like to do that for obvious reasons).

Yes. If it's not Halloween or MNSSHP, you would not be able to wear costumes to the parks (adults are not allowed to wear costumes to the parks, except for special events like Star Wars Weekends and MNSSHP).
